The TRAIN Act, a bill that would limit the power of the Environmental Protection Agency to regulate certain kinds of air pollution, cleared the House late last week — but with almost all New England House members refusing to hop on board with the legislation. Environmentalists dubbed the TRAIN Act a “train wreck,” claiming, if enacted, it will be detrimental to public health.
